Purpose: All Units utility is similar to what the most of units converters offer - a conversion within one category. A category could be of root type (e.g. distance, time), supplemental (e.g. area and volume are supplemental to distance) or composed (e.g. speed, acceleration are composed from distance and time).
This type of conversion is straight-forward, so it is the simplest to use. It's very convenient, if you are using single unit for dimension or same composed units over and over. In the latter case, use units file editor to include the units in the compound category you need.
